It is reported that Harbin Natural Resources and Planning Bureau has formulated a list of nine action projects for improving urban quality and a task list for implementing urban side guarantee project for the Asian Winter Games in order to welcome the 9th Asian Winter Games in 2025. Among 48 main roads(sections) involved in the upgrading and renovation work, 31 have completed the construction, with an overall progress of 89.3%.

To ensure smooth urban transportation during the Asian Winter Games as well as showcase Harbin's urban style to the world, Harbin focuses on promoting projects such as ensuring travel security and convenient public transportation to benefit the citizens during the Asian Winter Games. These projects are intensively implemented on the main roads among the three functional areas of competition venues, supporting hotels, and transportation hubs. By sorting out the rectification list, the most important roads for transportation during the Asian Winter Games have been identified. Additionally, in terms of update and renovation of roads and bridges, improvement of landscaping and so on, a "physical examination style" inspection work is carried out to ensure that problems can be identified and solved point by point, so as to carry out targeted renovation and improvement.

In the overall upgrade and renovation project, the majority of roads will undergo renovation and reconstruction of sidewalks and lanes, and some of roads will also undergo construction such as milling and planning of lanes, straightening and rebuilding of curbstones, overall major repairs, and greening of high boundary stones, all of which not only enhance the functionality of the roads, but also beautify the urban environment. Except for completed projects, the construction of the remaining roads is expected to be completed by the end of October.
